Mr. Speaker, is he kidding? How can a feminist government be proud of a bill that penalizes women? Yesterday, Alberta MLA Sandra Jansen rose in the legislature to read out some of the hateful and misogynistic comments she had received after joining the NDP. We need to ask ourselves why women in politics are targeted with sexually violent language when men are not. Will the government stand with Sandra Jansen, denounce sexist language in our politics, and work with us to remove misogyny from this House?

Mr. Speaker, as the #metoo campaign continues to show the magnitude of sexual assault in our country, Canadian universities just got a grade of C minus for their campus rape policies. Sadly, this is not new. That is why six months ago, New Democrats called on the Liberal government to lead a national coordination of policies to prevent campus sexual assault. Women need more than feminist rhetoric, they need action. When will this self-proclaimed feminist Prime Minister truly stand up for women and lead this campaign?

Mr. Speaker, while the Prime Minister never misses a photo op to proclaim his feminism, his government's credibility does not add up on the world stage. The Prime Minister has given Donald Trump, a misogynist, cover on women's issues, and still defends arms sales to a country that systematically discriminates against women. A report just released says that Canada ranks fourth last on the gender wage gap. If the Prime Minister really wants to impress his friends at the UN, he should take real action for Canadian women. Mr. Speaker, the Liberals' Bill S-3 proposal does not end discrimination in the Indian Act, does not help all women, and should not be subject to consultation.Indigenous women have been loud and clear. Mr. Speaker, I share the optimism of the member opposite about PROC being able to do its work. While I have the floor, I will remind the member that while in opposition he said: The government, by once again relying on a time allocation motion to get its agenda passed, speaks of incompetence. Mr. Speaker, after much pressure, the Liberals have a new fix to end legislated discrimination against indigenous women, but only after consultations. If Liberals were serious about gender equality, why are women still waiting for the proactive pay equity legislation they have been promised for 42 years?

Mr. Speaker, the Liberal budget is a golden opportunity for the current government to show real action on women's equality. Over the last two years we have heard many fine words, but sadly, very little investment in true gender equality. Immediate funding is needed this year for pay equity, for child care, and for domestic violence shelters. This is long overdue and would have the biggest impact on the lives of women. Will the budget spend on concrete actions now, not just talk, to truly help women in this country get ahead?

Mr. Speaker, it is pretty clear the Liberals only want consensus when it suits them. The Prime Minister did not seek consensus before approving the Kinder Morgan pipeline.Snuneymuxw first nation in my riding of Nanaimo—Ladysmith feels betrayed. Former Chief Kwul'a'sul'tun said, “this project puts at risk our way of life.” He also said the decision was “premised on a denial of aboriginal peoples rights and voice”.Why has the Prime Minister betrayed first nations and our coast? Where is their need for consensus now?

Mr. Speaker, the feds towed the vessel Silver King from one riding to mine a month ago. Now it is rotting right off Ladysmith's community dock, and dozens of abandoned vessels cram the harbour already. Local business, Ladysmith council, and the Stz'uminus First Nation all warn that this will harm the local community and economy. This is a growing issue for our coast, yet the government is shuffling the problem from one community to another. When will the government remove abandoned vessels from Ladysmith's harbour?

Mr. Speaker, this year World Oceans Day is focused on stopping marine debris. However, Liberal and Conservative governments have failed to clean up abandoned vessels littering our coasts. These vessels are a major source of oil spills and pollution, and they threaten jobs in aquaculture, commercial fishing, and tourism. The recent Liberal announcement is a drop in the bucket. Of the thousands of abandoned vessels littering Canada's three coasts, exactly how many will $1 million clean up each year? Can the minister give us a number?

Mr. Speaker, the Liberals continue to show just how out of touch they are with Canadian families. They say they are helping by making parental leave longer, but families will not receive any additional money, meaning that families with new babies would have to live on just one third of their normal income. What is the government's defence on why it fails to help low-income families? It is that wealthy parents need more support. That is unacceptable. When will the government finally deliver on real change for everyday people and not just those at the top?

Mr. Speaker, after much pressure, the Liberals have a new fix to end legislated discrimination against indigenous women, but only after consultations. This is not supported by the women who have been fighting this in court for 40 years. It proves again that the Liberals are breaking their promises on gender equality and respect for indigenous people. Why does a so-called feminist government need to consult on whether indigenous women have human rights? They do.Will the Prime Minister now remove all sex discrimination from the Indian Act?

Mr. Speaker, come on, really? At his Nanaimo town hall, the Prime Minister said that he is holding B.C. hostage to the Kinder Morgan pipeline. He said the oceans protection plan, which he had been bragging will fix abandoned vessels, oil spills, and bulk commercial anchorages, will not proceed unless bitumen oil tankers do. However, yesterday in committee, the transport minister said the exact opposite, so who is right? When will the Prime Minister finally stand up for coastal communities instead of blackmailing them?

Mr. Speaker, the Liberals are blocking equal pay and safer workplaces at Canada Post.A postal worker in my riding said, “Social assistance cheques were held back [by Canada Post]. We were instructed that we could not deliver these cheques even though they were in our Nanaimo facility.” Workers want to deliver assistance cheques. They also want to be treated fairly, but Canada Post and the Liberals are painting posties as the enemy. Why are Liberals using the most vulnerable people to undermine workers' rights?

Mr. Speaker, oil spills and marine debris from thousands of abandoned vessels pollute our waterways and threaten local tourism and fishing jobs. After years of neglect, the Liberals will not commit the resources needed to deal with the backlog of abandoned vessels. This week, the Union of BC Municipalities will vote on a resolution urging the Liberal government to adopt my legislation to solve the long-standing abandoned vessels problem. When will the government finally listen to coastal communities? Will it support my legislation to clean up our coasts?

Mr. Speaker, as the current government lobbies the Senate to pass Bill S-3, indigenous women and the Feminist Alliance for International Action are again calling on the Liberals to accept a Senate amendment to end all sex discrimination. This amendment, similar to one proposed by my NDP colleague but voted down by the Liberals on National Indigenous Peoples Day of all days, would fully remove sex discrimination from the Indian Act. Why would the feminist Prime Minister, whose most important relationship is with indigenous peoples, not remove all sex discrimination from the Indian Act?

Mr. Speaker, last week, Pauktuutit called on the federal government to ensure the upcoming inquiry into murdered and missing indigenous women and girls meets Inuit concerns.Funding is needed to support the participation of indigenous peoples, including access to healing and support services, and action is needed now to prevent violence. There is no need to wait until the end of the inquiry in order to act. Will the government listen and provide full support for the full participation of indigenous women, and will it act now to prevent violence?

Mr. Speaker, 1.5 million Canadian families do not have adequate housing. Some families have been waiting 10 years on social housing lists. Affordable housing agreements are about to expire. The Prime Minister's parliamentary secretary repeatedly promised through the campaign that the Liberals would spend $20 billion on affordable housing, but now it turns out that that same money is going to cover all kinds of other priorities. Can the parliamentary secretary tell Canadians exactly how much the Liberal government will spend on affordable housing?

Mr. Speaker, the Liberals have been promising action on solving the abandoned vessel problem since they first took office. Coastal communities are tired of waiting. Boats are still sinking. We need a strong system to stop oil spills on our coast. It is time that this ship sails, and it is time that the Coast Guard receives the resources and the broader mandate it needs to do its job. When will the government float this boat and take action on solutions to protect B.C.'s coast?

Mr. Speaker, yesterday, we learned that the Native Women's Association of Canada has yet again been shut out of the first ministers meeting by the government. They asked to be included, and shutting them out speaks volumes to the government's lack of respect for indigenous women's voices. The self-proclaimed feminist Prime Minister promised a nation-to-nation relationship with all indigenous people, so why has the Native Women's Association been barred from today's first ministers meeting? Have indigenous women's voices not been silenced for long enough?

Mr. Speaker, the Liberals say they are a feminist government but will not put their money where their mouth is. This was evident in yesterday's budget. Pay equity was promised by the Liberals over 40 years ago, and again in 2016, but now? The Liberals put no money for pay equity in yesterday's budget, making women wait yet again. Immediate funding is needed now to bridge the funding gap for women in Canada. How much longer will the government make women wait to have equal pay for work of equal value?

Mr. Speaker, the Liberal child care announcement is a drop in the bucket, and those on the front lines are giving it a failing grade. The Child Care Advocacy Association of Canada says the Liberals' approach “goes against all the evidence that quality child care is critical to the healthy development of all children”.Liberals attacked the NDP's plan for universal affordable child care, saying it was too little and too slow. However, even Paul Martin's child care plan offered more annual funding than this one.Why are the Liberals checking a box rather than giving real support to Canadian families?

Mr. Speaker, the number of Canadians using food banks approaches one million people. That kind of hunger should not be happening in Canada. The government should take real action. Many users of food banks are women fleeing domestic violence. So far, the Liberal government has failed to deliver a comprehensive strategy to end violence against women. As this evening Parliament is illuminated in purple, marking Woman Abuse Prevention Month, we call on the government to turn its feminist rhetoric into real feminist action.

Mr. Speaker, today, over a hundred advocates are here calling for universal affordable child care. Costs here are among the highest in the world. Some families pay more for child care than they do for rent, and our system barely serves one in four kids. Canada is investing a fraction of what is needed to solve the child care crisis. After voting down every progressive fix to pay equity in committee this morning, when will the government take some real action on gender equality and invest in affordable universal child care?

Mr. Speaker, the transport minister has the mandate to improve marine safety, but BC Ferry & Marine Workers' Union says a new ruling of Transport Canada has left engine rooms unattended. This risks passenger safety on the new Salish class ferries. With engineers five decks above critical machinery and steering equipment, this risks collision. Millions ride these ferries. Can this really be true? Do the Liberals actually have weaker staffing rules for passenger ferries than for bulk cargo ships?
