Madam Speaker, our work has always been focused on supporting the people of Cat Lake. Housing money will go to housing. It is as simple as that. Housing money goes to housing. It is why we signed an agreement with the community and with Windigo First Nations and no one else. Reports that are coming out now of practices by consultants that other first nation leaders, but also the chief of Cat Lake, are calling parasitic and atrocious are deeply troubling to us, and we will be following through.

Mr. Speaker, our hearts go out to the family of Constable Campbell, as I said. For privacy reasons, we cannot comment on the specifics of this case. Let me say this. Unlike the Harper Conservatives, we understand that when a veteran serves, the family serves with him. We take mental health seriously. That is why we opened a new centre of excellence on PTSD and mental illness. We launched a joint suicide prevention strategy.I will say once again that if veterans are in need of mental health supports, we will give them the resources they need when they need them.

Mr. Speaker, I imagine for anyone who is suffering from mental illness or is struggling with asking for help that this room is about their worst nightmares. There are shouts about comparing ourselves to others and who do we think we are, and misconstrued comments. I have always said I would never compare my experience to a veteran's experience, nor would I compare it to anybody else's, nor would I compare it to the one-quarter or one-fifth of members in this chamber who are suffering or will suffer. However, I say to Canadians, and especially veterans, if they need help, please ignore what they hear in this place. Most people are kind and they have their back.

Mr. Speaker, in Corner Brook, Newfoundland; Sydney, Nova Scotia; Charlottetown, P.E.I.; Thunder Bay, Ontario; Brandon, Manitoba; Saskatoon, Saskatchewan; Kelowna; Windsor; Prince George; all offices were closed by the previous government. All offices were reopened by this government. They were reopened with a new office in Surrey, with a new mobile office for the Arctic. Do not let anybody tell you differently, Mr. Speaker. Those were cuts. Those are offices that were closed which we reopened.

Mr. Speaker, I stand proudly in front of everyone in this House to say that we have put $10 billion towards new programs and services for our veterans. We have reopened every one of those offices that side of the House had closed. As veterans returned from Afghanistan, they found a government that tried, and did not succeed, in balancing a budget on their backs. The Conservatives could not get that right. Their record toward veterans is shameful. We will not be apologizing on this side of the this House.

Mr. Speaker, there is no question that one suicide is one too many.I am continuing to work with the Minister of National Defence on this as a priority of our government. To this end, we have hired 460 new front-line staff, and 4,000 mental health professionals that we work with. We have opened 11 operational stress injury clinics that deal with PTSD. We announced the opening of a new centre of excellence on PTSD just recently. In fact our newly proposed pension for life is centred around the flexibility required for the treatment of PTSD.

Mr. Speaker, climate change is real, and we know that first nations are disproportionately impacted, but the subsidy that the NDP wants to eliminate would leave at least 24 first nations in Ontario alone in the dark, literally. These are communities that rely on the federal electricity subsidy program to maintain critical infrastructure, like water facilities and schools. The NDP quite literally wants to turn off the lights, heat and power to the communities' schools and water facilities, leaving some 16,000 people in the dark. While the NDP continues to put forward these policies, we will ensure thoughtful and effective climate change policies.

Mr. Speaker, we are committed to the well-being of veterans and their families. We promised to deliver a pension for life, and we are delivering on that promise. It is designed to help veterans live a full and productive life post-service. It is monthly. It is a payment for life to recognize pain and suffering. It is a payment that is tax free. It streamlines six existing income-related benefits into a single benefit, payable at 90% of a veteran's pre-release salary. The Conservatives had 10 years to make changes that veterans were asking for, and they did nothing. They did nothing but ignore the voices of veterans.

Mr. Speaker, enough with legislation and policy being played on here in this House without consulting with indigenous communities first.I would ask the NDP exactly how much consultation with indigenous groups they did before they decided they wanted to end the federal energy subsidies. How much consultation have they done? I know that on this side of the House we continue to consult, because the path to reconciliation requires all of us to do so.

Mr. Speaker, we value the contributions that veterans have made in protecting the peace and security of Canadians at home and around the world. Our government took immediate action to address many of the issues raised in this case. We increased pain and suffering compensation for all injured veterans. We created an additional pain and suffering compensation award. We increased income replacement. We invested in education and career transition services for veterans and their families. We enhanced mental health benefits. Veterans asked for a pension for life option. We delivered. Our newly announced plan is monthly and tax-free. We will continue to do everything we can—

Mr. Speaker, ensuring that veterans and their families know about the benefits and programs available to them is essential to my job as Minister of Veterans Affairs. That is why it is so important to explain what is involved. That is why I have hosted over 40 veteran town halls across the country. It is why we are working so hard to explain the pension for life as clearly as we can. These new benefits are not simple because the problems we are trying to solve are not simple. Our programs are about dealing with the problems that some veterans face, and about facing them in a very effective way.

Mr. Speaker, we have provided $10 billion in new money for our veterans, for Veterans Affairs offices, for their budgets, for the lives of our veterans. There are so many examples that are given to me when I walk into the House, a retired major with 25 years of service with an 100% disability assessment who will now receive nearly $9,000 a month in both pain and suffering compensation and income replacement. That is not a betrayal. That is a commitment in action, finally, for our veterans.

Mr. Speaker, that is not how it reads at all. In fact, we will remain on guard and work diligently with indigenous communities as they make the transition from a diesel economy to a new economy. In the meantime, we have to remain vigilant and make sure we protect at least 24 Ontario communities that presently rely right now on that subsidy in order to power their water rehabilitation facilities and schools. We will continue to work with first nations as they, like the rest of us, make a transition to a new energy economy.

Mr. Speaker, we are committed to working with our partners specifically to address tuberculosis among indigenous populations and particularly in the north. We are working with indigenous partners and governments, provincial and territorial, in supporting innovative and community-led approaches. We are working with partners to eliminate tuberculosis across Inuit Nunangat by 2030 and reduce active tuberculosis by at least 50% by 2025. We will continue to work with our indigenous partners to address that rate of tuberculosis in a distinction-based and a culturally-safe way, which will most definitely include housing.

Mr. Speaker, earlier this year the Government of Newfoundland and Labrador requested that Canada provide more loan guarantees for the Lower Churchill projects.Given the vital importance of these projects to Newfoundland and Labrador's financial security, could the hon. Minister of Natural Resources please provide an update on Canada's consideration of those requests?

Madam Speaker, our benefits are demand-driven, so whether there are 10 veterans or 10,000 eligible veterans who come forward, they receive benefits. They are based on estimates, and they provide us some guarantees. Whether a veteran comes forward this year or the next year or the year after, we will always have the resources available for veterans. When we took office, we immediately increased financial supports by putting more money in veterans' pockets, increasing mental health supports, delivering on the promises we made to veterans and their families.

Mr. Speaker, we support the needs of the people of Grassy Narrows. We remain steadfast in our commitment to build a health facility in that community. Officials are in regular contact with the community to advance plans for the design and the construction of that facility. I look forward to meeting with Chief Turtle to determine how we continue moving on this critical path forward.

Mr. Speaker, I would ask the hon. member this. Maybe he could ask the member for Barrie—Innisfil why he said the Conservatives lost the trust of veterans. Was it the nine offices they closed? Was it all the front-line staff they fired? Was it all the balancing of budgets on the backs of our veterans? Was it one of those or was it all of the above and more?
