Mr. Speaker, Barry Jackson is a Korean War veteran who lives in Georgian Bluffs. He fought bravely for our country and now, at 87 years old, is looking for support. Unfortunately, Veterans Affairs has been giving Barry the runaround. While an actual veteran fights for help, the Liberals are providing support to convicted murderer Chris Garnier who has never served a day in his life. In 1951, Barry Jackson answered Canada's call. Will the Prime Minister today now answer his call and quite giving the resources that he earned to murderer Chris Garnier?

Madam Speaker, I recently asked how the Liberal government's proposed tax changes would affect farmers using AgriInvest, and it was obvious from the parliamentary secretary's answer that he has no idea how AgriInvest works. AgriInvest is a self-help tool that allows and encourages farmers to put money away for a rainy day. In essence, it is a way for farmers to get their income from the marketplace and not from their mailboxes. Now the finance minister wants to triple the tax on something that the agriculture minister has urged farmers to do. How the heck is that fair?

Mr. Speaker, if I had any hair, with an answer like that, I would pull the rest of it out.If I had known that a U-Haul was this expensive, I would have offered to take a load of stuff for Gerry in my Ford F-150.The fact is that this is classical Liberal entitlement. The government keeps repeating that these were policies that have been in place for years. However, I can tell members that it is true that no government before the current government has ever abused this policy. Will the Prime Minister come clean and admit that the million-dollar move was way out of line?

Mr. Speaker, the Liberals continue their attack on Canadian farmers and the Canadian agricultural industry. First it was a new Canada food guide and front-of-package labelling, calling milk and meat products unhealthy. Now they are attacking feed distributors. The Liberals are eliminating the ability of retail stores, like feed stores and farm supply outlets, to sell feed mixed with antibiotics in any form to anyone. These businesses have sold these products to farmers safely and effectively for years. When will the Liberals stop their attacks on Canadian agriculture?

Madam Speaker, every day I hear from individuals in my riding who are trying to immigrate to Canada legally through the proper channels. These cases can take years. Last week I visited an English as a second school in Owen Sound and heard first-hand from many of them how long the process can be. They are frustrated to see the Liberals allowing individuals to cross the Canada-U.S. border illegally.Could the minister please tell me how it is fair for those who cross the border illegally to get priority processing, while those who follow the rules have to wait and wait?

Mr. Speaker, I wait in anticipation, but the truth is that more than ever we need the Great Lakes Fishery Commission to have the tools it needs to protect our Great Lakes fisheries. Just recently, a commercial fisherman in Quebec reeled in a 29 kilogram Asian carp from the St. Lawrence River. The results will be devastating if an Asian carp population enters the Great Lakes in great numbers, or in any numbers in fact. Why have the Liberals failed to protect an $8.3 billion recreational fishery in Canada?

Mr. Speaker, if I wait for an answer from my good friend across the way, my hair will be white or have fallen out before I get a straight answer. These new regulations will become effective in December of this year. There is still time for the Liberals to do the right thing and cancel these changes. Farm supply and feed stores are an essential aspect of the delivery of feed to farms across Canada. These businesses are the lifeblood, as the minister should know, of many rural communities. These changes will take away their ability to sell products that they have been selling without any issues for generations.

Mr. Speaker, on Thursday, I was informed by some rural mail deliverers that they were instructed to deliver the infamous democratic reform postcards only to houses and apartment buildings, not to farms. This weekend, Susan from Stokes Bay asked me why she had not received her postcard, and wondered if the Liberals were deliberately not asking rural Canadians their opinion. Where is the democracy in excluding rural Canadians? Does the minister actually think rural Canadians do not have an opinion on electoral reform, or is it because the Liberals are scared of what farm families might tell them?

Mr. Speaker, I recently travelled to New Brunswick, where I heard significant opposition to the Liberals' new carbon tax. Beef and dairy farmers, as well as apple growers, are all concerned that the Prime Minister's carbon tax will drastically increase their production costs. Farmers, families and seniors are worried that this cash grab will make the cost of everything more expensive. When will the Liberals admit that their carbon tax is nothing more than an election gimmick and a new source of revenue to feed this Prime Minister's irresponsible and out of control spending problem?

Mr. Speaker, the Great Lakes Fishery Commission was established in 1955 by Canada and the U.S. It was established on a fixed cost-sharing basis. The United States has consistently increased annual funding to the commission. In budget 2016, the Liberals failed to support the important work of the commission, which includes protecting our Great Lakes from invasive species such as Asian carp and sea lamprey. Will the fisheries minister please take action to ensure that Canada pays its share to protect our Great Lakes fisheries, yes or no?

Mr. Speaker, in 2016, the Liberals signed an agreement with the Municipality of Meaford for the lease of the local harbour. It stated that the municipality was not responsible for major repairs. Well, after a major storm caused damage, the Liberals told the municipality that it is on the hook for the cost of repairs. In a letter, all DFO can say is, “We are unable to come to an agreement with the town.” However, it did agree on an arrangement two years ago. When will the minister do the right thing, honour the agreement, and pay for the repairs at the Meaford Harbour?

Mr. Speaker, when the Minister of Immigration first responded to my Order Paper question, instantly the response was that none of his staff got any money for moving expenses. However, when he was caught with his hand in the U-Haul—I mean in the cookie jar—all of a sudden he remembered that he had okayed the expenses to move one of his staff all the way from Thailand. Can the minister explain his lapse of memory and judgment?

Mr. Speaker, the AgriInvest program has been used by Canadian farmers for years as a way to set money aside to manage income decline, support investments, and more. However, while AgriInvest encourages farmers to set this money aside, and it was previously taxed at 15%, under the government's new tax plan, farmers are concerned that these funds could be taxed up to 53%.Does the Minister of Agriculture really think it is fair to ask farmers to set aside money in an AgriInvest account and then turn around and tax these funds at a higher rate? How is that fair?

Mr. Speaker, I have always taken pride in my math. It has always been pretty good, but I will tell members that I have been racking my brain trying to think of how it is possible for someone to rack up more than $120,000 in moving expenses to move down the 401 from Toronto to Ottawa. Even if the Prime Minister's Office moved its staff by dog sled and pack mule, and if I use Liberal mathematics, I still cannot come up with $126,000 in costs. Will the Prime Minister please stand up and explain to the House why it cost so much to move one of his staff 450 kilometres down the 401?

Mr. Speaker, all of a sudden we have another minister of cover-up. Like my own memory sometimes, I believe the minister's memory seems to be past its best before date. I mean that, of course, in a very comforting way. However, to be serious here, does the minister really think it is appropriate to move one of his staff from Thailand to Ottawa and then expect the taxpayer to pay for it?

Mr. Speaker, we all know that the security of Canadians should be the number one priority for any government. We all know, as well, that the Liberals have been putting Canadians at risk by fast-tracking refugees into the country in order to meet their election quota.I have a simple question for the minister. Of the total number of refugees accepted, what percentage were given extra security screening?

That is the CETA that was negotiated by the former government. The objective of the AgriInvest program states that it encourages producers “to set money aside which can be used to recover from small income shortfalls, or to make investments to reduce on-farm risks.” For years it has allowed farmers to get by when times are tough or to make investments to save up for costly equipment. Does the minister really think it is fair to encourage farmers to open these accounts, previously taxed at 15%, and to now tax these funds at almost 53%? How is that fair?

Mr. Speaker, just for clarity in my questions, I did not realize it at the time, but from the answer from the agriculture minister, he obviously thought I was talking about registered seed. I do not know why. However, I was talking about antibiotics in feed, and I just wanted to make that clarification.
