Mr. Speaker, I do appreciate the words from the parliamentary secretary, but I looked at the Facebook page for the Canadian embassy in Burma. It talks about Canadian winters, it talks about the new year, and it talks about a golf tournament, but it makes no mention of the systematic killing of minorities. UNRWA does not promote peaceful coexistence, with books denying the historic Jewish presence in the region and UNRWA-employed teachers posting violently anti-Semitic and even pro-Hitler content on social media. Mr. Speaker, I would like to raise a point of order about a breach in the rules of the House. We recognize, Mr. Speaker, that you have a challenging job, and it is made particularly challenging when a member breaks the rules of the House in a way that is designed to play to the camera and escape the Speaker's notice. This is something that I do not think came to the attention of members until it appeared in the news.The rules of the House clearly forbid the use of props. In fact, the Speaker recently reminded members specifically of this rule. However, what happened within the House last week is that a minister of the government, during questions, was holding up her notes as if pretending to use her notes. However, by all indications intentionally, on the backside of those notes was a very large icon. The minister was positioned such that the icon was clearly visible to the cameras, even though it was not visible to the Speaker. We know that this is a flagrant violation of the rules of the House. It involves the use of props. This was taken by the Minister of Democratic Institutions, who is supposed to be defending our institutions. In fact, it was done in a way designed to escape notice, showing a complete disregard for them. I do not know if this was her idea or something she was asked to do by the Prime Minister's Office, but this is clearly unacceptable, clearly a violation of the rules of the House, and the member needs to be brought to order.

During Ramadan these abuses have included forcible prevention of people from engaging in this deeply important Muslim fast.In 2015, the Chinese government banned civil servants, students, and teachers in the Xinjiang region, where most Uighurs live, from fasting during Ramadan. It also ordered restaurants to stay open. On January 1, new “Enforcement of Religious Affairs Regulations" came into effect in the region, with the professed goal of limiting the role of religion in “marriage, funerals, culture, the arts, and sports". Again this year, counties have posted notices forbidding students and Communist Party members from participating in the Ramadan fast. The Chinese government is paying attention to what we in Canada say and do not say on these issues. Mr. Speaker, I would like to raise a point of order about a breach in the rules of the House. We recognize, Mr. Speaker, that you have a challenging job, and it is made particularly challenging when a member breaks the rules of the House in a way that is designed to play to the camera and escape the Speaker's notice. This is something that I do not think came to the attention of members until it appeared in the news.The rules of the House clearly forbid the use of props. In fact, the Speaker recently reminded members specifically of this rule. However, what happened within the House last week is that a minister of the government, during questions, was holding up her notes as if pretending to use her notes. However, by all indications intentionally, on the backside of those notes was a very large icon. The minister was positioned such that the icon was clearly visible to the cameras, even though it was not visible to the Speaker. We know that this is a flagrant violation of the rules of the House. It involves the use of props. This was taken by the Minister of Democratic Institutions, who is supposed to be defending our institutions. In fact, it was done in a way designed to escape notice, showing a complete disregard for them. I do not know if this was her idea or something she was asked to do by the Prime Minister's Office, but this is clearly unacceptable, clearly a violation of the rules of the House, and the member needs to be brought to order.

Mr. Speaker, today human rights activists and leading members of the Muslim community brought a petition to the House of Commons asking the government for stronger action on the atrocities being committed against the Rohingya. We add our voices to theirs, as we have for over a year and half. Specifically, petition organizer Fareed Khan said he would like to be able to ask the Prime Minister why he did not raise this issue during his speech to the UN. Mr. Khan cannot ask the Prime Minister that question directly, so I will. Why did the Prime Minister not speak about the Rohingya during his UN General Assembly speech?
