Mr. Speaker, as usual, the Liberals are avoiding the questions. They just said that they want to protect people from marijuana trafficking, but they have completely forgotten about prevention, and they are continuing to give young people criminal records.Quebec is asking the federal government to pull up its socks. Spending two million dollars a year on prevention for the biggest legislative change in the past 20 years? That is ridiculous. The prevention budget for youth in Colorado, which has a population of five million, was $45 million for 2015 alone. Will the Prime Minister and Minister of Youth present a real transition plan that includes the funding needed for prevention?

Mr. Speaker, the Liberals made a big promise to legalize marijuana. However, the government just assigned the file to the former justice minister, who has said in the past that she is opposed to the medical use of marijuana.Let me summarize. That is like putting Colonel Sanders in charge of the henhouse. Is the Prime Minister preparing to kill his own plan to legalize marijuana?

Mr. Speaker, ENvironnement JEUnesse maintains that the Canadian government has violated the fundamental rights of young people and wants to bring a class action suit on behalf of Quebeckers 35 and under. According to this organization, the federal government has shown gross negligence on climate action. It is buying pipelines with Canadians' money and will once again fail to meet its greenhouse gas reduction targets because it has absolutely no plan. Are the Liberals prepared to listen to these claims and this heartfelt plea from young Quebeckers, or would they rather keep listening to their buddies in the oil industry?

Mr. Speaker, since the election, the Liberals have been sowing confusion around their promises about marijuana.Yesterday, the Federal Court of British Columbia declared the previous government's regulations on cannabis unconstitutional. Mr. Speaker, the tactics Canada Post is using in its negotiations with employees are shameful. The corporation is attacking the most vulnerable and cutting short- and long-term disability and maternity leave benefits. Despite these attacks on workers' rights, the Liberals continue to trust Canada Post. Mr. Speaker, what the member just said makes no sense. As a farmer himself, he should be ashamed. Three times in three years—in the agreement with Europe, in the TPP and now in the United States-Mexico-Canada agreement—the Liberals opened breaches in supply management. Worse still, there is a clause in the agreement that gives the U.S. oversight of our system. The Liberals promised to protect supply management at all costs. Farmers believed them, but they bitterly regret it now. After opening up nearly 10% of our market to foreign producers, how can the Liberals continue to claim that they are there to protect our farmers?

There are two. There is no new investment for prevention and education for young people. However, the government has still not published it.My question is simple. When will the government publish this report and take action to create good-quality jobs for young people?

Mr. Speaker, President Trump has decided to eliminate funding for organizations that provide family planning services, including abortion. This will jeopardize women's reproductive health and their right to control their own bodies. The Netherlands has called on Canada to create an international fund to compensate for President Trump's order. The Minister of International Development and La Francophonie has said that she is open to the idea. She must now show leadership. What is her plan? How much and when does she plan to contribute to this international fund?

Mr. Speaker, I have been getting messages from students who tell me the government has not yet paid them for work they did for various departments this summer. That is outrageous. All workers deserve to be paid for their work, whether they are permanent, temporary, or students. Not paying these young people only adds to the job insecurity already facing those in their age group. The government owes these young Canadians, who have had to pay very high tuition fees, thousands of dollars. How many students have not yet been paid? When does the government intend to pay them?

Mr. Speaker, there was a youth suicide crisis in Akwesasne in 2011, and since 2015, Nelson White has been trying to get federal funding for an addiction treatment centre set up by and for first nations.Mr. White has already invested more than $1 million, even if this should be the federal government's responsibility. When will the minister confirm that the government will invest to make the White Pine Healing Lodge a reality?

Mr. Speaker, the Liberals promised to be a leader on pollution and environmental protection. Clearly, they are not doing enough. People across Quebec and Canada demand that the government take action. My petition supporting the motion of my colleague from Courtenay—Alberni, which calls on the government to combat plastic pollution in our oceans, has been signed by 105,000 Canadians. Will the parliamentary secretary support my colleague's motion so that we can finally take meaningful action against the scourge of plastic pollution?

Mr. Speaker, the Minister of Transport visited my riding to announce that the dismantlement of the Kathryn Spirit would begin this spring following a bidding process. He confirmed this to the House after I asked him a question. It is now mid-May, the bidding process is not yet under way, and the dismantlement has not begun either, obviously. Can the government give me a precise date for when the bidding process will be launched and when the work will begin, and tell me how long it will take to dismantle the Kathryn Spirit?

Mr. Speaker, Mr. Nelson White from Akwesasne First Nation has invested a lot of his own money to fund the White Pine Healing lodge to support those in his community who suffer from addiction. The project was created as a response to the state of emergency due to the alarming rate of suicide and substance abuse. He has the support of the Mohawk Council of Akwesasne. The government keeps saying that it is a good project, but without funding in the coming weeks, there will be no healing lodge. Will the government deliver the money or will it let down the people of Akwesasne?

Mr. Speaker, do you know what issue children and youth respond to the most? The health of the planet and global warming. Unfortunately, last week we learned that Canada is warming twice as fast as the global average. Article 24 of the UN Convention on the Rights of the Child recognizes children's right to live in a clean environment. However, we do not have a federal institution that defends children and serves as their voice. I have proposed a solution that would change that. Will the Liberal government support my bill to create a federal commissioner for young persons?

Mr. Speaker, today, the Liberal government approved the sale of Rona, Quebec's leading renovation chain, to U.S. retailer Lowe's. However, the guarantees obtained by the minister are extremely vague. One of the conditions is to maintain “a significant level of employment in its Canadian operations”. That means absolutely nothing. Is the supply chain for SMEs, which creates thousands of jobs, in danger? How many jobs is the minister saying will be lost in Quebec?

Mr. Speaker, the Kathryn Spirit has been languishing in Lake Saint-Louis at Beauharnois for five years now. It may well be jeopardizing people's health and the drinking water supply. The four surrounding RCMs, Beauharnois-Salaberry, Haut-Saint-Laurent, Jardins-de-Napierville, and Vaudreuil-Soulanges, have had enough. They want to know what pollutants are still on the boat and who will pay to dismantle the vessel. We know the working group is figuring out a timeline, but the minister needs to step up by making funds available and informing the public about any pollutants still on the vessel. When will he do that?

Madam Speaker, for too long, administrative shortfalls have left shoreline communities struggling unaided to dispose of abandoned vessels. In Beauharnois, many environmental concerns have been expressed about the Kathryn Spirit. We are talking about tens of tonnes of hazardous materials and contaminated water. The Liberals' Bill C-64 fails to properly address the problem of vessels being left to rot for years in shoreline communities. Will the Liberals finally work with these communities and with the NDP by debating Bill C-352 in order to fill the gaps in their own bill?

Mr. Speaker, according to the tender for the dismantling of the Kathryn Spirit, the contractor had to provide an emergency response plan 30 days before the work began. However, when a fire broke out in the wreck, the 75 firefighters who responded had to work without an emergency plan because the only thing that Groupe St-Pierre provided them was a layout of the vessel. That is not much help in putting out a fire. What is more, the Beauharnois fire chief assured me that, if his men are not given a list of the contaminants that are still on board the wreck, they will no longer respond to emergency calls to the vessel. That is very worrisome. Will the government stop minimizing this issue and finally launch an investigation?

Mr. Speaker, a response to a petition stated that the Kathryn Spirit is stable and that there is no risk of pollution or threat to the marine environment. However, when I look at the call for tenders for the dismantling and the response to my written question, I see that a group of experts said there are at least 30 tonnes of residual waste, including asbestos, PCBs, and lead, and probably also mercury, cadmium, and radioactive material.Would the Minister of Fisheries, Oceans and the Canadian Coast Guard be happy having 30 tonnes of that kind of waste in his backyard? Mr. Speaker, Eric and Jennifer Simpson are two young dairy farmers in Rockburn, which is in my riding. They told me that they have lost 15% of their revenue since 2004 because of trade agreements and American diafiltered milk. They are worried they might lose their farm because of the TPP and the new NAFTA. Do the Liberals realize that young people who are interested in farming get discouraged when their government backs down instead of standing up and fully defending supply management? Just how many people have to leave our rural areas before the government will take a stand and defend our dairy sector?

Mr. Speaker, the NDP presented its report card on women in budget 2018. It shows that the government has essentially failed when it comes to the most important issues for women. Nothing has been done to make it easier for women to access public transportation, which they use more than men and which is severely lacking in rural regions. Nothing has been done to ensure pay equity or to implement a universal, affordable child care program. Will the government commit to immediately providing the funding necessary to achieve gender equality?
