Mr. Speaker, for months now, the federal pay services has been a complete shambles. Some people are being paid twice as much, others are not being paid at all and must borrow money to buy groceries.Normally, the managers responsible for such a mess should be rapped on the knuckles, but what do the Liberals do? They give out bonuses, yes sir, and we are not talking small peanuts: $5 million of our money to reward people who are incapable of paying employees. Is this the Liberal way of managing: rewarding the foolish and incompetent?

Mr. Speaker, we already know that saying one thing and doing the opposite is the hallmark of the Liberal Party. However, declaring a climate emergency one day and approving the expansion of a pipeline that will emit as much pollution as three million cars the next day goes beyond mere hypocrisy. They just do not give a damn what Canadians want. How can this government claim to be for the environment while betraying future generations with its fake green policies?

Mr. Speaker, no money is going there. I hope that the Liberals are doing something for culture somewhere, but the money is not going there. It is shameful, but the 40 government members from Quebec are asleep at the wheel. I have two examples. First, the Government of Quebec made a proposal regarding the Senate and was treated like garbage by the government. Second, a study has finally been completed regarding the construction of a rail bypass in Lac-Mégantic, which would help the people of that community to finally put this unspeakable tragedy behind them. However, instead of listening to them, the minister is ordering geography courses.Rather than acting like immature, pathetic pawns, will the 40 Liberal members from Quebec stand up and defend the people of Lac-Mégantic?

Mr. Speaker, the scandal surrounding the Minister of Finance has become the Prime Minister's kryptonite. The minister introduced a rotten bill, Bill C-27, which made shares in his company, Morneau Shepell, go up. When the minister was caught red-handed making money while in a conflict of interest, he admitted his guilt and said that he would pay everything back.Is that what life is like in the wonderful world of millionaires? When you get into trouble, you get out the cheque book and assume that $5 million will make everything go away?If the Minister of Finance is not living on another planet far away from middle-class Canadians, he will withdraw Bill C-27.

Mr. Speaker, the Prime Minister himself said that the Kinder Morgan pipeline is too risky of a project for the private sector, so what did he do? He took $4.5 billion out of taxpayers' pockets to buy a 65-year-old pipeline. If this project was too risky for a private company, why would he decide to make Canadians assume that risk? Talk about a moronic decision. How can the Prime Minister justify throwing our money away on such a risky project instead of investing in the energy transition?

He says nothing everywhere. The Prime Minister is fuelling cynicism by breaking his promise of electoral reform and thumbing his nose at the thousands of people who believed in him in good faith. I witnessed this again last Friday when I spoke with university students in Rimouski. These bright young people are now disappointed and distrustful. They are wondering when they will be able to believe politicians again. They are even wondering whether they will ever vote again. What a mess. I have a tale to tell, Mr. Speaker. Once upon a time there lived a fellow who was very intelligent and very curious. He was also very good at math. All he wanted was to be left alone, and so, he restricted the curious fellow's freedom to act and prevented him from looking into things he wanted to know more about.Today, we have a Prime Minister who is going after the parliamentary budget officer. Mr. Speaker, the IPCC told us we have 12 years to cut our greenhouse gas emissions by half if we want to avert a global climate catastrophe. This is science. This is serious. We are not doing enough to fight climate change, and everybody knows that the Liberals will never meet their targets. In fact, Greenpeace considers that the Prime Minister did not tell the truth last Sunday when he said that we will meet our targets in 2030. He is trying to defend the indefensible: his own failure. Will he admit that Canada is not back but is falling behind?

Mr. Speaker, that is not what we would call “clarifying”. That is what we would call “sacrificing”. The Liberals are giving Air Canada carte blanche. Just yesterday they were saying that the Conservatives should have upheld the law. Even the Prime Minister shouted through his megaphone, “So-so-so solidarity!” Today, it is even worse. They are in the process of legalizing the job losses that were illegal just yesterday. It is outrageous and disgusting. Mr. Speaker, that means the authorities will keep saddling people with criminal records. The media are reporting that, in the run-up to marijuana legalization, U.S. authorities are concerned about slowdowns at the border. With thousands of people still burdened by criminal records for simple marijuana possession, the government is offering no guarantees that there will not be problems at the border after legalization, even if people are pardoned. Can the government reassure those thousands of people that everything will be fine when they try to cross the border in the future?

Mr. Speaker, the Liberals supported the NDP's bill to harmonize our laws with the United Nations Declaration on the Rights of Indigenous Peoples. However, when it comes to applying the principles of that logic to a pipeline, the Liberals do what they do best: break their word. We cannot pick and choose when indigenous peoples have rights or not.Why is the government insisting on going against the nations that are taking a stand against this pipeline that is hazardous to their communities?

Mr. Speaker, in 2015 the Liberals promised to eliminate fossil fuel subsidies. Then it was inefficient subsidies, so already we were suspicious. Imagine our surprise this morning when we heard from the commissioner of the environment and sustainable development that they do not even have a definition for the term “inefficient”. Obviously, then, the Liberals are still subsidizing oil, knowing that they are going to miss all their targets in the fight against climate change.Would the Prime Minister not agree that the best definition of the word “inefficient” can be summarized in two words: “Liberal government”?

Mr. Speaker, when the Liberal government lets KPMG hide a rich client's money on the Isle of Man, does it consider the message it sends to honest taxpayers? They pay peanuts over there and send nothing back. Will the Liberal government revisit these treaties so that these companies pay their fair share, like everyone else?

Mr. Speaker, if it were legal to rob a store, putting more police officers in front of the door would change absolutely nothing. The same logic applies to tax havens. We are being robbed, but it is legal. How great is that? The revenue minister's answers are basically spin. The government is not getting at the root of the problem. We need to review and renegotiate our tax agreements with a number of countries. Will the Liberals reconsider our agreements with tax havens? I have a tale to tell, Mr. Speaker. Once upon a time there lived a fellow who was very intelligent and very curious. He was also very good at math. All he wanted was to be left alone, and so, he restricted the curious fellow's freedom to act and prevented him from looking into things he wanted to know more about.Today, we have a Prime Minister who is going after the parliamentary budget officer. Mr. Speaker, the aerospace industry is vital for Quebec. In the Montreal region alone, one out of every 100 jobs is associated with this industry. However, the Liberals do not seem to understand that.During the election campaign, they did not present any plan or strategy for this sector. Nothing. What is more, we are still waiting for news on the Bombardier file. The industry is fragile right now and job losses are mounting. When will the Liberal government wake up, support the Quebec economy and its workers, and present a real action plan for the aerospace industry?
